Enforcement of Movement Controls

Movement controls must take into account the husbandry systems practised
in the region. Transhumance or true nomadic husbandry represent significant
threats to any FMD control programme. A complete ban on movement may be
counter-productive as ways will be found to circumvent it illegally. Permitting
movement after a period of quarantine and compulsory vaccination might
well prove acceptable, particularly if combined with something of obvious
benefit to the owner, such as treatment against parasites.
