Non-infectivity of FMD vaccines is of paramount importance and in vitro tests on the antigens must be carried out in addition to the in vivo tests on the finished product.
Because properly controlled and executed in vitro tests offer much higher sensitivity than the in vivo tests in a target species, it has been proposed by several authorities that the latter tests should be abandoned on both scientific and ethical grounds.
