eGC™ (eGovernment Center) provides
tested web-based eGovernment solutions for the full range
of permissions offered by public agencies: certifications,
licenses, permits, and registrations, including on-line payments
and fulfillment services. It is currently implemented in
Florida in a limited set of permissions, but results are
so encouraging that a significant extension is underway.
FDACS eGC™ in Operation
The 2005 LP Gas License Renewals period ended
August 31, 2005. In its first year of operation
approximately 18% of LP Gas License renewals were completed
through the FDACS eGov system designed and built by PKV & the AleffGroup.
- The turn-around time from payment to receipt
of license was reduced by more than 85% from
38 days for a customer renewing through the mail to
4.5 days for eGC customers.
- Data quality improved dramatically with an
error reduction of approximately 95% for online transactions.
- Productivity increased as error handling dropped
95% compared with paper-based manual renewal,
amounting to about 1.25 days eGC™ versus
25 days before. Overall verification processing time
dropped by 17.1%.
- This time saving meant that workers did not
have to be “borrowed” from other work units
to help with license renewals this year.
The public’s use of the system will increase
as FDACS (and eGC™ customers) now has benchmarked
the speed and convenience of the online service. |
Typically, permissions fall into one of three suitability categories:
- simple – a licence is processed and paid
for fully online
- complex – a licence application begins online,
is referred to an administrator for review or approval and
then is completed online
- specialized - permissions usually involving a
relatively small number of applicants and/or complex assessments,
with full online support.
In each case eGC™, can be used successfully,
but the implementation process varies by type.

eGC™ Engagement
PKV offers a license for the use of the eGC™, consultancy, technical
support and training. Further, PKV is available to benchmark
current versus prospective future practices, and savings,
and to project-manage a full eGov implementation. eGC™ implementation
is well tried: (see flowsheet):
- Organize the project and project teams
- Conduct Suitability Assessment; validate the Suitability
Score of each permission with the program areas
- Rank permissions for implementation, prepare Preliminary
Needs Assessments and design the pilot project
- Implement the pilot, train the client in the eGC™ Methodology,
and transfer responsibility to the client.
eGC™ Case Study
As a result of the success of a pilot eGov project, MyFlorida
OSPREY (one-stop permitting registry), sponsored by the Florida
State Technology Office, the Florida Department of Agriculture
and Consumer Services (FDACS) retained PKV, to undertake
an “eCommerce” initiative, FDACS eGC.
Four permissions, from over 220 analysed, were chosen for
implementation covering the simple, complex and specialized
types identified by PKV. Testing began in late 2004 and by
spring 2005 a full roll out was under way. The results
are captured in the box above. A significant return on
investment has already been achieved.
